 they don't belong to him.  If you are using an employer's email account, it belongs to the employer.  He is not entitled to them.  It is not easy to keep track of email for that long.  If it is not on the server, it may be on your personal computer...so it's possible for him to have kept records but obviously he didn't.  Why PSU won't give them up is interesting.  It coud be that they are relevant to some ongoing investigation and the university does not want them released.  Spanier is nervous obviously about what information there is on his actions.

 Yes. when you no longer have access to the network and institution for which you no longer work. Correspondence on company time, on company terminals is company property. He should have anticipated and got the stuff before leaving.

Do you do any kind of screening, interviewing or customer relations/complaints checking? Have you spoken to the business owners you are "representing" to the people that go to your website for a shop?

I am always looking for a good, fair, trustworthy auto repair shop. Are there any you could personally recommend in State College?

And don't tell me to take my truck to the local Dodge dealer! They are the worst, most dishonest, unprofessional business I have ever visited.
